SEWER RATE INFORMATION
Effective 1 July 2026, Jamestown Sanitary District is transitioning our sewer charge collection to be directly billed annually through the Tuolumne County property tax system. This means your annual Jamestown Sanitary District charges will now appear as a separate line item on your annual property tax bill rather than being billed and collected monthly by our district. This change in payment processing will occur simultaneously with the 2nd of 5 fiscal year rate increases that were approved by the Board in November 2025, raising the monthly sewer rate per single family equivalent to $132.53 beginning 1 July 2026.
HOW THE TRANSITION WORKS
July 2026 Sewer Bill: You will not receive a monthly bill for July service because those charges will be included in the total annual amount that will be on your county property tax assessment. You will receive an annual statement from Jamestown Sanitary District every year in July beginning in 2026 with the total annual sewer charge. A report titled “Direct Billing by APN” will be available to review on our website at JamestownSanitaryDistrict.com under Important Notices or Sewer Rate Information. Your mortgage company will automatically include this charge in your monthly escrow payment.
Monthly Payment Processing End: We will continue accepting payments for June 2026 charges and outstanding balances with our current processing center options until 10 July 2026. Payments will no longer be processed by Jamestown Sanitary District after 10 July, and will need to be made to the County along with your property tax bill.
Auto-Pay Cancellation: If you have bill pay set up with your bank to automatically pay your monthly bill you will need to contact your bank to stop the payments.
Regarding Delinquent Balances: Any outstanding balances after 30 June 2026 are late and therefore delinquent, however payments will be accepted until 10 July 2026 to allow these charges to be paid before the transition. Delinquent charges will be placed as a lien against your property and added to your upcoming property tax bill. Failure to pay these consolidated tax amounts can result in additional county penalties or property tax foreclosure.
Regarding Credit Balances: Annual charges will be calculated for the upcoming fiscal year beginning 1 July 2026 to 30 June 2027 and any credit balances will deducted from that total and reflected on the annual statement Jamestown Sanitary District will send in July.

Will this increase my sewer rate?
- No. While this change is happening at the same time as an already approved and scheduled rate increase this simply changes the collection method.

What if I pay my property taxes through an escrow account?
- Your mortgage company will automatically include this charge in your monthly escrow payment.

What if I don’t have a mortgage and therefore have no escrow account?
- You have more control of your money and an opportunity to put your monthly payment amount in an interest earning account during the year and earn interest.

What happens if I don’t pay the sewer charges amount on my tax bill?
- You cannot pick and choose which portions of the tax bill to pay. Property taxes and special assessments are bundled together into a single, legally binding bill.

Annual assessment fees are calculated by multiplying the customers ESFR by the monthly sewer charge of $132.53 multiplied by 12 to obtain the total for the year. The ESFR is the Equivalent Single Family Residence calculated by District's engineer depending on the type of customer. A single family home will have an ESFR of 1.

Absent a majority protest, the District Board of Directors will consider implementing the sewer rate increases that could become effective on or after January 1, 2026.
