Years ago JSD was enrolled in The California Low Income Household Water Assistance Program (LIHWAP) however it officially ended March 31, 2024. This federally funded, short-term program was created by Congress during the pandemic to help low-income families pay down their water and sewer bills.

JAMESTOWN SANITARY DISTRICT LIFTS SEWER CONNECTION MORATORIUM FOLLOWING REAP 2.0 CAPACITY IMPROVEMENTS
The Jamestown Sanitary District (JSD) Board of Directors officially adopted Resolution 26-218 on Thursday, July 30, 2026, terminating the district’s moratorium on new sewer connections.
RESOLUTION NO. 26-218 TERMINATING AND LIFTING THE MORATORIUM ON ISSUANCE OF NEW SEWER CONNECTIONS.pdfDuring 2025 and 2026, the Jamestown Sanitary District (JSD) utilized Regional Early Action Planning (REAP 2.0) grant funding to execute targeted collection system assessments and infrastructure improvements. This strategic initiative directly mitigated stormwater inflow and groundwater infiltration, resulting in significantly lower influent flows to the JSD wastewater treatment facility.
The Jamestown Sanitary District extends its gratitude to the Tuolumne County Community Development Department for securing and administering the $2.66 million State of California REAP 2.0 grant. The district also recognizes the Tuolumne Utilities District for helping target these funds effectively, and Black Water Consulting Engineers, Inc. of Modesto for providing critical technical guidance.
Nick Rivera, the District’s Chief Plant Operator, and staff were instrumental in working with the contractors to determine the best methods and locations to increase the district’s system capacity. Quincy Yaley, former Community Development Director and Jaron Brandon District 5 Supervisor played instrumental roles in securing the REAP grant funding.
The district will evaluate future connection applications on a first come first serve basis. Recently adopted new connection fees ensure that the rate payers are not impacted by new development.

NOTICE OF PUBLIC HEARING ON DELINQUENT UTILITY CHARGES AND INTENT TO PLACE SPECIAL ASSESSMENTS ON THE COUNTY TAX ROLL-NOTICE IS HEREBY GIVEN that on 30 JULY 2026 at 2:30, at the regular meeting place of the Board of Directors of the Jamestown Sanitary District located at 10190 Karlee Lane, Jamestown CA, 95327 the Board will conduct a consolidated public hearing to review a written report of delinquent sewer service charges and upcoming direct billing charges for the 2026-2027 fiscal year. The Administration Supervisor has filed a report with the Board Secretary detailing delinquent utility accounts, associated penalties, and administrative fees. The Board will consider objections, protests, or corrections to this report. Following the hearing, the Board intends to adopt a resolution for both delinquent charges and fiscal year 2026-2027 direct billing charges directing the Tuolumne County Auditor-Controller to collect these charges as a special assessments on the Fiscal Year 2026-2027 property tax roll, creating a lien against the affected parcels for delinquent charges and assessment for fiscal year 2026-2027 charges. The full Delinquency Report and direct billing report including specific parcel numbers, names of record owners, and exact delinquent amounts, is available for public inspection at the District Office located at 10190 Karlee Lane, Jamestown CA 95327 during regular business hours or in the link available on our website homepage under Notice of Public Hearing. Any affected property owner may appear at the hearing or submit a written protest to the Administration Supervisor to P.O. Box 247 Jamestown CA, 95327 prior to the conclusion of the public hearing. Written protests must identify the property owner name, assessor’s parcel number (APN), and the specific basis for the objection.

Effective 1 July 2026, Jamestown Sanitary District has transitioned sewer charge collection to be directly billed annually through the Tuolumne County property tax system. This means your annual Jamestown Sanitary District charges will now appear as a separate line item on your annual property tax bill rather than being billed and collected monthly by our district. This change in payment processing will occur simultaneously with the 2nd of 5 fiscal year rate increases that were approved by the Board in November 2025, raising the monthly sewer rate per single family equivalent to $132.53 beginning 1 July 2026
July 2026 Sewer Bill: You will not receive a monthly bill for July service because those charges will be included in the total annual amount that will be on your county property tax assessment. You will receive an annual statement from Jamestown Sanitary District every year in July beginning in 2026 with the total annual sewer charge. A report titled “Direct Billing by APN” will be available to review on our website at JamestownSanitaryDistrict.com under Important Notices or Sewer Rate Information. Your mortgage company will automatically include this charge in your monthly escrow payment.
Monthly Payment Processing End: Payments will no longer be processed by Jamestown Sanitary District after 10 July 2026, and will need to be made to the County along with your property tax bill.
Auto-Pay Cancellation: If you have bill pay set up with your bank to automatically pay your monthly bill you will need to contact your bank to stop the payments.
Regarding Delinquent Balances: Any outstanding balances after 30 June 2026 are late and therefore delinquent. Delinquent charges will be placed as a separate delinquent assessment on the upcoming property tax bill. Failure to pay these consolidated tax amounts can result in additional county penalties or property tax foreclosure.
Regarding Credit Balances: Annual charges will be calculated for the upcoming fiscal year beginning 1 July 2026 to 30 June 2027 and any credit balances will deducted from that total and reflected on the annual statement Jamestown Sanitary District will send in July.

NOTICE OF PUBLIC HEARING COUNTY TAX ROLL BILLING.pdfAnnual assessment fees are calculated by multiplying the customers ESFR by the monthly sewer charge of $132.53 multiplied by 12 to obtain the total for the year. The ESFR is the Equivalent Single Family Residence calculated by District's engineer depending on the type of customer. A single family home will have an ESFR of 1.
Rates will increase 1 July 2026 as the second of five increases take effect.
